　上の写真は、東松山市大谷（おおや）の水田です。写真の下部、左側は、稲ではなくて、野草です。今年の夏は、埼玉県に限っては、７月２０日くらいまでは、梅雨（つゆ）だったため、雨がよく降り、わりと涼しい日が多かったと言えます。水田も、雨水や、用水路からの引水により、十分な水の確保ができましたので、緑の濃い稲が、あふれるように育っています。

　今週については、英国に新首相が登場したこと、米国とイランとが、互いに攻撃を再開したことなどのニュースがありますが、英国については、労働党内の交代であること、米国とイランについては、ともかく米国が、トランプが悪いというしかないと思われ、あまり書く気にもなれません。

　そこで、外国の読者の皆様には、申しわけありませんが、日本の国内問題だけについて書くことにします。またも、高市首相への批判と言うことになります。もしかすると、このブログの読者の皆さんの中には、いつまで首相に文句を言っているのだ、情けない男だと、私にあきれている方がおいでかもしれませんが、日本の社会においても、ようやく私のような批判が高まってきているのです。勿論、それは社会の流れであり、そういう点から、この拙文を読んでいただければ、幸いだと思います。私は、もともと、女性を攻撃する人間ではありません。高市さんをしつこく批判するのは、彼女が首相では、日本は、よい国にはならないと思うからなのです。以下、敬称は、略します。

　１点目です。高市は、２０日の夜、「久々に５時間も睡眠が取れた」と、X に投稿したそうです。朝日新聞、毎日新聞の記事を読むと、「２０日の明け方まで仕事に追われた」とあり、明け方から５時間寝られたということなのでしょう。よく分からないのですが、とにかく２０日に取れたということなのでしょう。まあ、普段は、５時間も眠れないということでもあるのでしょうが、この投稿だけなら、「問題はない」と思います。

　しかし、首相に就任してから、睡眠時間は「０～３時間が常態化している」と、付け足したというのです。　首相になったのは、２０２５年１０月２１日です。それから、２６年の２月、衆院選の期間は、除くとしても、９カ月くらいは、首相となっています。その期間、０～３時間の睡眠であったということでしょうが、それは、ありえないことです。夫がいて、しかも、首相ですから、その睡眠時間が「常態化」しているかどうか、誰も調べられないでしょうが、「絶対にありえないこと」です。時計が狂っているか、数え方が間違っているか、それとも、夜の１０時から朝の６時頃のあいだの睡眠時間が０～３ということで、他の時間に眠っているか、等々でしょう。

　例え、投稿の内容が事実であるとしても、それは、人間として、健康によくない、愚かな習慣であると言われることでしょう。現実としては、事実と違う、嘘の投稿をしていることになるはずです。支持率が、下降しているので、同情を誘い、向上させようとしているのでしょうか。それにしても、一国の首相が、いくら６５歳の高齢女性であっても、全国民に知られると分かっているはずであり、投稿するべきことではありません。

　２点目です。皇室典範の改悪についてです。私は、高市は、右翼的な人間にしても、現在の天皇制に、なぜあれほどまでに「反抗する」のか、分かりませんでした。今回の典範の改悪についても、麻生ににらまれないよう、やむを得ず、やっているのかくらいに考えていました。しかし、調べてみると、おそらく、麻生に劣らないくらいの「考え」で、改悪を図っていたのだなという気がするようになりました。高市は、日本国憲法の前文を「おめでたい一文」と語っていたことがあるそうです。自分の「右翼的な考え」から見ると、「おめでたい」と否定したくなるわけです（「おめでたい」は、「馬鹿らしい」という意味でも使われます）。　日本国憲法に忠実な前天皇、現天皇に対して、「おもしろくない」のです。高市首相は、現在の憲法や法律を、部分的にせよ、否定する首相なのです。勿論、そういう人物でも、どこかの政党の中で、自分の「考え」に従い、行動をするのは、自由ですが、日本という国から見れば、たいへん危険な首相ということもできるわけです。

　３点目です。国会の予算委員会に、ようやく提出された高市首相の公設第一秘書の木下剛志の「陳述書」についてです。高市が、出すと言ったのは、６月２２日です。７月２２日に、陳述書が出されたので、１カ月を超えて、ようやく出されたものです。野党各党にしても、出すことを要求したわけではありません。しかし、高市自身が、出すと言ったのに、出すのに１カ月もかかったことは、国会や国民を愚弄するものと言わなければなりません。私は、東京新聞が、陳述書全文を、公開しているので、読ませてもらいました。ここでは、「サナエトークン」関係は、除き、「誹謗中傷」関係について、書くことにします。木下は、高市陣営は、総裁選においても、衆院選においても、他候補や他党を誹謗・中傷するような動画の作成、発信はおこなっていないし、作成、発信等を第三者に依頼もしていないと書いています。週刊文春を発行している文芸春秋社では、総裁選、衆院選での高市陣営の動き、２選挙に協力した松井健の動き、木下・松井間のメールの内容、等々を、５．７/５．１４号～６．２５号の「週刊文春」で、記事にしているし、また「有料」で、 動画、オンライン会議等の音声なども公開しています。高市陣営が、総裁選、衆院選において、他候補、他党・その候補者らに対して、誹謗、中傷等をおこなったことは、否定できない事実なのです。「週刊誌が書いていることで、事実かどうか信用できない」などと、高市は、主張しましたが、週刊誌でも、新聞でも、そして一個人の告発であっても、事実であれば、当然ながら、事実となるのです。木下は、調べてみても、自分たちの方には、記録もないし、記憶もない、などと、書いていますが、だから、自分たちは、やっていない、ということには、なりません。この「陳述書」は、高市陣営の「多くの虚偽」を、さらに社会に広めることになるでしょう。

　４点目です。政府は、２１日に、今年の「経済財政運営と改革の基本方針（骨太の方針）」を閣議決定しました。（この原案については、前々回のこのブログで書きました。まあ、ざっとした、内容に過ぎませんでしたが。）

　今回もまた、書いてみたいと思います。高市は、この基本方針については、「独自色」を出すべく、張り切っているようです。２２日の日本経済新聞、３面の記事によると、高市政権発足から間もない２０２５年１１月、「（基本方針は）自分たちで書く。財務省に原案は作らせない」と決めたようです。経済運営の司令塔は、城内稔経済財政相だそうですが、勿論、「自分たちで書く」と決めたのは、高市でしょう。まあ、学者等の「ブレーン」もついているので、心配はないかも知れないのですが、６月３０日に出された原案は、「独自性」があふれるばかりで、新聞各紙は、不安を感じることになりました。基礎的財政収支は、気にかけない、予算は、１年ごとに考えるのではなく、何年かで考える、つまり１年ごとの赤字は気にしない、今までの「財政健全化」という考えは、採らない、日銀については、金融政策運営が非常に大事だなどと、政府は、いうのです。そして、２０４０年度までに、戦略１７分野で、３７０兆円超の官民投資を行うというのです。

　この原案が出されると、政府の日銀支配が強まると恐れられ、金利が、およそ３０年ぶりとされる２．９％に達したというのです。閣議決定においては、日銀関係の文言を改めたそうですが、経済界では、高市政権の財政政策に不安を感じていることでしょう。

　私は、前々回のブログにも書きましたが、高市政権は、おそらく、来年の９月には、終わるでしょう（もしかすると、もっと早まることも）から、それ以降の「財政不安」は、解消されると思います。城内大臣は、かつての郵政選挙では、現在の片山大臣に苦杯を飲まされたのですが、今は、髙市政権の経済運営の司令塔だそうです。いろいろと思うことはあるはずです。

　最後の５点目です。最近の新聞社、テレビ局による世論調査の結果です。２２日の毎日新聞、４面の記事を利用させてください。毎日新聞が、１８～１９日におこなった調査では、高市内閣を支持するが４１％、支持しないが４４％になったそうです(６月の前回の調査の時は、支持が、５１％だったそうです）。また、他社の調査は。以下のようです。

　毎日新聞をいれて、４社の内閣支持率を見ると、最近の１カ月で、だいたい８％くらい、下がっているといえます。支持率低下の原因は、皇室典範、国旗損壊罪、副首都の３法案のように、言わば、国民にとって、現在は、それほど切実に感じられない問題の法案の成立が目指されていたこと、また、その３法案について、いずれも自民党が、また自民に同調する野党が、十分な時間も取らないで成立を急いだことなどが、不支持につながっていったのだと、私は、思います。

　また、髙市首相の様々な問題が、政権の支持率を低下させていったことも事実だと思います。５月頃から、週刊文春が、昨年の１０月の総裁選、今年の２月の衆院選での、高市陣営による他候補、他党への誹謗中傷を取り上げた記事を連載したこと、国会での野党の追及に対しての、首相の答弁、姿勢などにも、首相としての資質を疑わせるような点が、いくつも出てしまったこと、等々が、国民にも、不支持の気持ちを持たせるようになったと、私は、思います。

　また、２月の選挙運動の中では、髙市が「悲願」と叫んでいた消費税ゼロも、選挙が終わった後では、少しでも早くゼロを実現しようという姿勢も、あまり見られなかったこと、他の経済対策等々も、ほとんど、おこなわれそうな様子もなかったことも挙げられると思います。

　日本では、初めての女性首相として、男女の国民から大きな期待、大きな注目があったと思いますが、だんだんと失望していく人々が増えていったのです。失礼ながら、「首相の資質をほとんど備えていない」ことが、次第に明らかになって来たのです。
