今回は、米国大統領が決まる上で、重要な機会とされる、テレビ討論会及びその後の報道等を見ての感想、欧州連合（EU）の欧州司法裁判所による米アップルに対する追徴税支払の命令、自民党の総裁選挙の３点について書いてみます。
初めは、テレビ討論会及びその後の報道等についてです。NHKの総合テレビの中継を見ました。ニカ国語放送だったかどうか、終わってしまった今では分かりませんが、通訳なしでも見てみたかった気もします。トランプ氏、ハリス氏（以下敬称略）の声は聞けず、ふたりとも、別の女性による通訳でした。公平を期す意味で、どちらの候補も、女性の通訳にしたのでしょうが、トランプは、男性の通訳でもよかったかと思いました。
休憩を除けば、約１時間４５分間の討論だったそうです。トランプは、ロシアとウクライナの戦争については、実際よりもかなり多い数の死者が出ていると語っていました。事実とは異なるでしょう。また、ハリスは、国境の管理についての話で、はっきり応えていなかったような気もしました。全体としては、トランプは、プーチンでも、習近平でも、金正恩でもよく知っているし、ウクライナへの侵攻も、すぐにストップさせることができるし、また自分が大統領になれば、経済の立て直しもできるし、米国を豊かにすることもできるなどと言っていたようです。また、バイデン政権下で、米国への不法移民が増えたことも激しく非難していました。ハリスは、トランプが主張する中国等諸外国への野放図な関税引き上げは、インフレを招くことになる、トランプが送り込んだ保守派の判事のために、最高裁が、「各州で、中絶を禁止することができる」と連邦憲法の判例を変更したことは、女性の権利を踏みにじるものである、トランプが、前回の落選後に、落選を受け入れず、支持者の「議会への乱入・占拠」を煽ったことは許せないなどと主張しました。
「討論会直後に米CNNが行った有権者６０５人への緊急世論調査では、ハリスが６３％、トランプが３７％で、よいパフォーマンスを行った（主旨）」とされたと、１２日付の東京新聞が報道しています。私なども、公平に見て、そんなパーセントになるかなと思います。
日本の新聞等では、「政策の中身を掘り下げる論戦にはならなかった（朝日新聞１３日の社説）」等の批判もありますが、私は、米国の民主党、共和党の激しい対立が続く現状においては、あの程度の「討論会」になるのは、仕方のないことだという気もします。それに、政治家の討論会は、学者等のそれではありません。討論の中身は、真偽も含めて、低くなりがちです。むしろ、２名の討論会そのものが、有権者に見せる「争い」「戦い」「ショー」になっている気がします。討論会そのものに、さほどの意味はないのではないかという気もします。いっそ、中止したら、と思うくらいです。
米国の人々も、勿論、この討論会は、あくまでも参考にするだけだそうで、所属政党、人物、主張、言動等々を考え、投票するのでしょう。どちらが当選するか、結果が出るまで、分からないようです。
次は、欧州連合（EU）の最高裁にあたる欧州司法裁判所による、米アップルへの追徴税の支払命令についてです。１１日の朝日新聞、７面の記事を参考にさせてもらいます。アップル、アマゾンなどの巨大IT企業は、世界中のほとんどの国で、企業活動を行っています。その１国、１国で、法人税等を払っていたら、当然ながら、極めて多額になってしまいます。そこで、巨大ＩＴ企業は、タックスヘイブン（租税回避地）や低税率の国に、各国での利益を集める策をとり、税負担を逃れてきたというわけです。
ＥＵの中では、法人税が安いことで知られるアイルランドは、アップルに対して税の優遇を行っていたそうです。１６年のアイルランドでのアップルへの税優遇、１７年のルクセンブルグでのアマゾンへの税優遇が、違法な国家補助にあたるとして、EUでは、追徴課税を両社に求めたのですが、EUの下級審にあたる一般裁判所では、EUの決定を無効としました。しかし、欧州司法裁判所では、１０日にアップルに対して、追徴税を払うように命じたそうです。
EUの欧州委員会では、いずれかの加盟国が、IT企業などに対して、税の優遇を行うと、単一市場のEU内での公平な競争がゆがめられるとして、監視してきており、結果として、今回の命令が決定したというわけです。
EUのような組織は、現在、世界にはひとつしかないわけで、勿論、前例などはありません。EUの支払命令が、アップルやアマゾンに対して、履行させることができるのかどうか、私には、分かりませんが、ともかく、アップルやアマゾンは、支払わなければ、ＥＵ内では、企業活動ができなくなるでしょうから、払うことにはなるのでしょう。
最後は、８月３１日付のこのブログでも書いた、日本の自民党の総裁選挙についてです。そのブログの記事の頃は、１１人が総裁選に出るようだとされていたので、私は、１１人として、記事を書きましたが、現在は、立候補者は、９名と確定しました。
今日の１３日の朝日新聞２面では、私のブログに似たような記事が書かれていました。やはり、その記事を参考にさせてもらいます。ただ、私の記事とは違って、候補者９名には、すでに２０人ずつの推薦人が決まっていますから、本人が９名、推薦人が９×２０で１８０名となり、従って議員３６７名のうち、１８９名の投票先は決まっているようなものとして（ただし、推薦人がその候補者にいれるとは限らない）、以降の「予想」のような記事が展開されています。
地方の党員・党友については、４７都道府県で、約１０５万人がおり、投票することができます。投票資格は、２０歳以上で、２２年、２３年に党費を払った者ですが、今回は、特例で、２３年に党費を払った１９歳、１８歳の者も、投票できるそうです。４７都道府県の票は、合計で、３６７という数にして、「ドント方式」によって、各候補者に配分されます（ドント方式については、ご自身で、調べてください）。
朝日では、石破、小泉、高市の３氏が、上位になるだろうとされています。上位２名の決戦投票になるとすると、議員数の３６７票と、地方票は、今度は４７となり、４１４票で決まることになります。もし、石破、小泉の２氏の争いとなれば、私は、小泉氏が有利になると思います。（私は、８月３１日付のブログでは、１１名で予想し、小泉当選かとしています。）
以下、２氏（以下敬称略）には、失礼な表現も出ると思いますが、お許しを。石破は、今までの総裁選では、議員票で負けていました。議員の支持者は、もともと少なかったのです。今は、裏金、派閥解散、政治資金規正法等々で、自民党の支持が減り、党への信頼が揺らいでいます。ですから、石破も有力なのですが、決戦となると、「入れない」、「入れたくない」という議員が増えるでしょう。総裁になったとしても、６７歳で、あまり自分の意見など聴いてくれないだろうと考える議員が多いと思います。それに、平素は、自民党に批判的な言動が多い人だけに、やはり総裁にはしたくないと考える議員もでてくるでしょう。
小泉は、４３歳と若く、経験の不足、いわゆる「軽い発言」などが心配されています。しかし、他の議員にとっては、若いし、自分の話も、石破よりは聴いてくれるだろうし、総裁になったとしても、石破よりはやっかみは少ないと考えるでしょう。また、次の衆院選では、「小泉人気」が高まり、自分の選挙にも好都合と考えるのではないでしょうか。そんなこともあって、小泉に入れておこうとする議員が増えると思われます。
まあ、結果は、決戦投票になるかどうかさえ分かりません。私は、別に、自分の予想が当たるかどうかは、気にしていません。ただ、日本の社会から見ると、当たってしまいそうで、そうなるのも、私としては、いやだなあと思っています。重要な３連戦で、広島が３連敗し、巨人の優勝がほぼ確定となってしまったのがいやなように。
